What do you see, when you try to access nagios by typing in the browser's address bar? Log in screen, blank page, etc.?

http://<ip address>/nagios

Can you check the apache error log once more for errors?

Can you show us the httpd configuration for nagios

And also, have you restarted httpd since installing nagios?
