After manual installation Core Config Manager is not working

Are you able to access the following URL on your XI server?

http://<serveraddress>/nagiosql

After opening that URL I am just getting a blank page.
Permissions seems to be fine. What else can be the reason?

I just did an experiment. Basically I restored backup copy from working VM, version 2011r1.1 on my machine.
In effect, "Performance Grapher is not running... " message disappeared, but Core Config Manager is still not working.
By doing that, I believe I proved that my problem has nothing to do with these part of Nagios which is being backed up. But now, where should I look for the reason?
