Nagios <-> Netcool event handling

So for the first part, the IDs can be found in /usr/local/nagios/var/status.dat under "current_event_id". You can pull a lot of cool info from here. Should just be a grep away.

You can also push comments directly through the command pipe:

Update:

I have succeeded in sending Netcool messages and also getting a response. We will implement a complete solution when we finish all the details.
I will be more than happy to publish my results for all to gain from my experience.

For now, we can keep this ticket open and when I have all the pieces in place, I will publish the solution.
