I am also trying the Exactly the way you have shown, but still I am getting an error Wizard installation failed. Uploaded zip file is not a config wizard.
Strange it is working in your environment.

For some reason, that zip is a compressed tar or something as well. Extracting both inner files, and recompressing as a zip, then uploading as a wizard worked for me. Try this one..
