Alert Escaltion
Is there a way to alert a contact only and then escalate after a time period? My company is looking at a product from Xmatters to do this and was hoping that I can do this from within Nagios and save money or spend as little as I can.

Yes you can define escalations through Configure > CCM > Host/Service Escalations, or the Escalation wizard. It will behave as you defined above.
