I am wondering how to force alerts to be sent ( either sms or email ) to users listed ONLY as nagios-core contacts. It seems that if a user exist in nagios-xi and turn off the sms option for their account none is sent. However, I am trying to send alerts to the users for CRITICAL events. While I am sure more to learn is out there, it just does not make sense.
I dont see a valid reason to need to create a nagios-xi user and a nagios-core user. Any help would be appreciated.

I would still recommend creating xi users as users can modify their notification preferences but contacts cannot. We still have "contacts only" in Nagios XI for backwards compatibility, and for people who migrate from Nagios Core to XI, and need to link the existing contacts to xi users.I dont see a valid reason to need to create a nagios-xi user and a nagios-core user.
It doesn't take more work to create an "xi user" vs a "contact only". When you go to: Admin->Manage Users->Add New User, the "Create as Monitoring Contact" checkbox is selected by default. If you leave it marked, the contact will be created automatically (xi user, who is also a contact).
You don't need to provide this user with a login credentials to the web interface, so it's no different than using a "contact only". The "xi users" use the "default" notification handlers, which can eliminate many notification problems.
Also, if you had Nagios XI Enterprise Edition, you could set up notification templates, and apply them to some or all users, so you would have a lot more flexibility in setting up notifications. You could even lock notifications for the selected (non-admin) users, enable or disable notifications for selected users in bulk.
Basically, what I am saying is that using "xi users" gives you a log of advantages over using "contacts only", and it is the recommended method in Nagios XI.
