From our perspective, this is either an issue with the data recieved from the cisco device, or a transmission issue. I would tend to believe the former, since it is in a critical state for enough time to actually cause an alert, unless that is if your retry is set to only 1 or 0, then it might just be data corruption.
The plugin does not do any math whatsoever on that value, and purely uses it for comparison and output. So it can pretty clearly be stated that it's really only telling you what it received. You might look into IOS updates or patches and see if anything relates to snmp query issues. How long has this been going on for, and how long does it stay in an error state?
