This all looks normal. As we are not able to recreate this issue in house, I believe your best bet would be to contact developer directly by posting your questions/issue here:

I would also recommend checking your load over time on the Windows box, just to make sure there isn't any weirdness there... You can use the Windows performance counters to do so. You can follow the steps, outlined here:

I already tried the CPU counter in perfmon but the CPU usage is not reporting anything out of the ordinary even over a 20 day period.

I was hoping to find some big spikes in the cpu load graph... :( Well, I saw that you posted your issue on GigHub. Let's see what the developer has to say about this. I wish I could recreate the issue.

The current version of NCPA plugin, 1.7.2, checks the CPU usage at the time when nagios is executing check.
What was between - NCPA does not know.
You can have different results even if you executing checks in 1 second difference.

You are correct. There is going to be a lot of fluctuation but constantly jumping from almost 0 to 100% doesn't seem normal.
