In addition to jdalrymple's post, go to Admin > Reset Security Credentials, don't change anything just click the Update Credentials button and try the reconfigure again.

It looks as if it was a Sudo problem.

We had our Unix team update the Sudo master file they use and it fixed the issue. This was supposed to be done when the server was built but may have been run over by someone having the file open when the changes were made.

(we do sudo different from the base install, the local references don't do anything for us).

Anyhow this was resolved and can be closed. I am Pete's coworker.
