It never went into a HARD state.
Looking at this I suspect you are hitting a bug that existed in Nagios Core 4.4.1 and should be resolved in Core 4.4.3

But this is not happening in all the cases. Only in some cases i could found it.

That was part of the bug, it would only happen in some case.

When a host goes down, it does not generate the email alert.
Is it also due to the Bug that you are talking about.
If yes can you guide me how to get rid of this bug.

Very possible
Follow this guide to upgrade Core, to 4.4.3 from source making sure you make a backup before proceeding

Please refer to the screenshot attached.
In this screenshot you will see the Current Attempt as: 2/2 and still it is in Soft State.
Hope this will also be covered by this?

I have upgraded the Nagios to the version 4.4.3.
I will monitor it for some time and will see how it behaves.
