I do not have that information handy . Event Management Team ( NOC ) will monitor their Central Console and Nagios sends same Error Message/ Title for HOST DOWN or Agent Down so its one of their compliant to have right Error Message to save their Triage Steps ( Ping Server if Down or Check Agent Status if Agent is Down ).

You have the option of creating a service dependency for every host but the way you'd need to manage it would be a lot more of a hassle (every new service would need to be added to the existing service dependency as you go).

My recommendation would be for you to leave it the way you have it setup given the added complexity it would create. I wouldn't think there would be many times the agent would be down but the server still responds to pings.

Its more of Concern from Operations Team to escalate to right groups and also try right troubleshooting steps : Host Down vs Agent Not responding
