That is something you would need to ask of whoever manages that device.

Hi,
Snmp was not installed on the server I want to monitor, I installed it.
Now It seems I will have to create an snmp community, please tell me how to do that.

That will again depend on the device, and is not really in scope for support. For a Cisco device you could use the following guide:

but for other devices you will need to configure that on your end.
