I think this bug in the link below is causing the issues you are having for the missing recovery emails.

It looks like the problem has been identified and we'll be working on a fix.

The issue was fixed in Nagios Core 4.4.2, which ships with Nagios XI 5.5.3. I would recommend that you upgrade your Nagios XI instance. Here's the changelog:

I already updated nagios yesterday but i hadn't checked because i didn't find anythig about the problem in the change log.
Now i tested and it works!
