One more Router we checked was Ruinakhol. The router was down from 4:57 PM, but the router availability from 5 PM to 5:15 PM still shows 9% up.
And the service availability is showing 50% OK. The CPU utilization is 100 % even when the router is down.

CPU utilization likely is a divide by zero issue and something to do with the plugin specifically, or as it noted that your host was down, it may have disabled checks(per normal conditions) and would not show any errors for CPU. As for the service availability reporting, it can only show you availability determined by the latest checks. So if your host when down at 4:57 and it did not do a check until 5:02, the those 2 minutes from 5-5:02 would correctly show as up.

During the time period of this report, the host was up for 9% of the time, that would coincide with the router coming back up near the end of the report's capture period.
