Started to look into BPI today and the page comes up but just a spinning icon, so I tried it on IE and it works this must be a bug /chrome issue.
version of chrome used is Version 29.0.1547.76 m
version of IE used is 9.0.8.112.16421

What portion of the page was spinning? Did you access BPI through Home > Nagios BPI? Is the throbber in the middle of the page spinning? Just tried it with 29.0.1547.66 m and it seems to be working fine. Can you try accessing this page after running the following from the command line?:

tail -f /var/log/httpd/error_log

And once the page sits there for about 10 seconds or so stop the log tail and send the results here, thanks!

Do you have any custom extensions in your chrome install?
