hm. If you are able to acknowledge host problems while in soft state but
not so on service problems it's mainly a difference, may be a bug.

What happens to your acknowledge if the service finaly reach the hard state?

Depending on the configuration of an object soft error are just
temporary. IMO it would be OK to allow an ack on soft errors to prevent
a notification.
