Ah, sorry about that. Essentially they associate the text around an
input element with said input element. I usually find it easier to
understand things by example, so I've written a quick example and put
it here: http://mrdanwallis.googlepages.com/forms.html

As you can see, clicking on any of the labels in the second fieldset
sends focus to their respective element, whereas in the first the text
has no function and is simply text. This is especially useful with
particularly small elements, like check-boxes and radio-buttons.
