is it possible to connect remote location device through Nsclient or NRPE with Nagiosxi public ip?

How to configure NgiosXI with public ip?

It's just a Linux system, with all the usual IP networking capabilities that entails. There's no different process for a public versus private IP address - that lies in your routing setup.
