I've updated the developer docs on testing, including CGI testing. See
if that makes sense and if there's anything else there that needs
updating.

Maybe an update to t/621extinfo.t would be sufficient to add in
testing for these particular strings. There's no test files for the
cmd.cgi yet, but that would be useful one to add in future (or if you
take up the challenge!).
