If you run Apache, you can use mod_auth_ldap to handle authentication, but
the CGI conf needs the ability to check an LDAP group membership also.

For the main daemon, the system could populate user identities using the
systems's NSS_LDAP support and/or internal NSS_LDAP-like functionality.
