Here's a suggestion if it's not a bug.
If you click on "Host Detail", hosts that don't have any services associated with them still show the button that says, "View service status details for this host." Clicking on the services button takes you to the "Service Status" page saying, "No matching services found." I would expect the icon to not be shown if there are no services for the host.
