When I access each tab or click on the page hyperlink <Under current status or any> http://serverIP/nagios, there will be a prompt on cgi to be save or open.

Can you provide an example on this?? Perhaps a screenshot?

Also, what OS and version are you running? What Nagios version are you running? It sounds like your mod_cgi is not properly configured, but we will need to know these details before we can help.
