Add Hostgroup for Recurring Downtime Error

I have a hostgroup I need to add to the Recurring Downtime Schedule, should be simple enough
I asked the application admin who is a contact, to add the maintenance schedule he wanted, and he gets the following message
The hostgroup you specified is not valid for your user account.

I verified this by masquerading as the user in question and the result is the same
The hostgroup you specified is not valid for your user account.

So he sent the message back to me and I tried with an Admin acct and the result is the same
The hostgroup you specified is not valid for your user account.

So I tried the nagiosadmin acct and the result is the same
The hostgroup you specified is not valid for your user account.

I verified the application owners acct was a member of the contact group, and that it is assigned to the hosts / hostgroups
I then checked the users acct
set as a user
Can see all hosts and services is checked
Can access advancedfeatures is checked

What if anything am I missing, I even went through each host and made sure the correct contact groups were added
Im not sure what I am missing I have several hostgroups in a maintenance schedule and have looked at those and the settings are the same without error! I need to try and get this setup today if at all possible

version info Nagios XI 2014R1.1

So you are not able to schedule a recurring downtime for a hostgroup even when you are logged in as nagiosadmin?

What do you have in the log?

can I escalate this to a support ticket nothing in the log file for the hosts /hostgroups

Resolved via remote, likely nagios.cmd issue.
