You could try contacting the creator of the Wizard first - he just posted it recently, so you can help with the testing / debugging. On these forums he goes by

Hi Jason,
There was a bug in Nagios XI that caused config wizards to fail to upload. This has since been corrected in version 2009R1.1H.
The instructions for upgrading Nagios XI are here:

Let me know if this fixes your problem.
