Can I specify service check delays based on host group ?

I have servers located in 3 different geographic regions. I want to set different threshold levels for each region as we have only one monitoring server and it should be used to monitor all the servers. So, if I create 3 different host groups each for each region, Can I achieve this and how ?

You will need to create three separate services, one for each host group, and assign the thresholds per service. Attach the appropriate service to the appropriate hostgroup and it should work.
