Service alert retries stuck at 1

Hi Team,
I have come across an issue where if a host goes down i am receiving email notifications only for the host.
But i am unable to receive notifications for services. Also the retries value for service checks are hard set to 1.
I have come acorss a link which suggests that if a host is down , retries value for service check automatically gets hard set to 1.
But we are not getting the email notifications even once when the host is down. Please advise.

We do not provide support for Icinga or other Nagios forks. If you are using Nagios Core, please state your version and we can look into the issue, otherwise you will need to seek help elsewhere.
