If I place a contact into this group would they receive every notification that Nagios XI sends out ?

Not necessarily. It works like any other group, so if that group is not assigned to a host/service then it will not get alerted. Possibly a confusing name, but it's there as a default since I believe our wizards use that when you do decide to notify everyone for a particular check.
