should I add every server to the cluster

I have 11 servers throughout the world. Should I add them all to the cluster or should I just cluster servers in my datacenters?

The latency between servers can cause a split brain, which will ultimately end up in a loss of data. You'll want them as close together as possible, to keep the latency to a minimum.
