Are there specials configurations on your system, ie; is Gnome installed? Are you using a proxy? Are you using SSL?

No.

Question/Request

Is there a way to get a full report on any changes made by users in NagiosXi?

Example: If a user modifies the Load values, Memory Usage percentages, Check Periods, Notification Contacts, etc... any change a user does, is there a report I can run to see those changes?

There's a generic log in the Core Config Manager->Config Manage Admin->Config Manager Log. It's not terribly detailed, but it's probably the closest thing there is to a change report.
