WHen I run this from the command line I get this error

# ./check_nrpe -H usmafacil1 -c check_mscs
UNKNOWN: No handler for that command


this is a custom script

on the client side, I already added the vbs script to the script folder and also I edited the config file

It doesn't look like you have external scripts allowed. Take a look at this page.
