"Active" box in a host or service configuration inside CCM lets you deactivate and then save a host or service without checking if the host or service is allowed to be deactivated. This is contrary to what happens when you click the "Yes" in the "Active" column while looking at the list of hosts or services; in this case, it does validate whether the host or service can be deactivated.
If someone just clicks the checkbox inside the host definition and then clicks save and then apply configuration, they'll eventually get an error that the apply didn't work because there are still dependencies. I think this should be validated when the "save" is performed to be consistent with what happens if someone tries to toggle "Yes/No" on the host list.
