Offline Install with precreated userids

We are looking to install NagiosXI on a RHEL 7 Server using the offline install document. The document mentions running ./fullinstall but doesn't mention adding the nagios, apache and MySQL users and groups to the system prior to running.

Our centralized id management requires use to have our ID management software push new ids and groups out to the systems prior to any install of software. I am assuming the /fullinstall script adds users and groups. How will this affect the install process. If so is there any work around.

It adds users/groups if they do not currently exist, however if the mysql root user already exists, this may be a problem as the RPM's expect this to be a clean minimal install system
