User with limited interface

is possible to create a user and limit the menus available

for example I want to remove all the MAPS section from home page

and for example remove reports menu on top

is this possible?

This is not possible presently, however, a standard user can only see the item in the maps in which they are a contact for, so if you are trying to limit them from seeing certain servers this is already taken care of.
