Email Alert question

I have been looking for a way to setup email alerts only if two services change states. I have looked into service dependencies but I don't think that will accomplish what I am after. (I could be wrong) The two services that I want to monitor are on two different hosts. I have tried googling and searching the forum but it seems like what I want is more simple then what others have asked or posted about. I just need an email to go out if those two services have both changed states. Any direction into a possible solution would be great. Thank you in advance.

The check_cluster plugin or BPI component/plugin allow you to group hosts/services and then alert and notify based on the overall health of the group:
