Apply Configuration Never Returns

From a fresh installation of Nagiosxi, I have imported a contacts list from an older version of nagios. The import looks to have completed OK, but when I try to apply the configuration, the confirmation never completes. I've tried this on fresh installs of RHEL5 and 6, using the xi-2011r2.3 installer. Any help is greatly appreciated.

Please do the following
Configure -> Core Config Manager -> Tools -> Write Config Files
Do the top 3 items (waiting for output on each) and report any errors

If there are no errors, do the 4th item

OK, that brought a bunch of errors like the following:

Error: Contact 'E143665' has no service notification commands defined!

I'll go through and fix these and try applying again.
