is it possible to do the following:
Allow a user to be notified when a host(group) goes down.
He logs into nagios and can see all the devices in nagios even the ones is not notified on.
BUT he can only modify add remove devices that is contacted for.

Almost... In Admin -> Manage Users -> Edit you can select

i did not phrase that correctly.
nagios has 3 hostgroups. each hostgroup has 10 devices
hG1,hg2,hg3
User1 gets notifications for hg1. he can see all 3 hg's.
i want him to be able to see all 3 HG's but only make changes to devices in hg1.

In this case, go to: Admin -> Manage Users -> Edit
Un-select "Can (re)configure hosts and services:" and click on "Update User".
Add this user as a contact ONLY to hosts, members of hg1. This way, the user will be able to see all of the hosts but modify only the members of hg1.
