Can I purge a mrtg.log file in /var/log? it about 78GB. is it normal or something might wrong?

Sure, you can purge the mrtg.log file so free up space on the drive.
Typically, the MRTG configurations do not enable the logging for the MRTG application so you can either disable the log from being generated or setup the file to get rotated by logrotate.
