nagios xi not sending notifications to new contacts

I have just added several new contacts to the nagios system and for some reason the system is not sending email to the new contacts. it sends fine to the contacts that were previously there.....thanks

Did you add these contacts to specific hosts and services you want to be notified for?

Also, did you add XI users or just contacts? There is a distinct difference outlined in this article

I have created several contacts and one user, all are assigned to hosts and services, I did a test in manage users and sent a test email to all users. everyone received the test email except for the new user i created. I verified the new users email address and the ability of the exchange server to receive mail from nagios. as for the contacts, I checked the notifications section of nagios and they are listed that the notification was sent but non received any email

Right away I see a few problems... The contacts show the Dispatcher as "Nagios XI" this means you have incorrect host/service notification handlers for contacts that aren't also users.
