Is this how it always worked?
Has it always been this way and I am just now noticing?
I thought that when I deleted a Hostgroup that the associated services would have the group removed automatically. It seems now that if you delete a Hostgroup you then need to open the services that had been assigned and save them to make it really be deleted. Otherwise, If I just delete a Hostgroup and Apply Configuration, I get this:
Please advise.

Yes, it's a known caveat that's been the case at least as far back as Nagios XI 5.7.3. This would also happen if the host group were deactivated rather than deleted. NagiosCore is picky about how it's configured, in some ways that the Nagios XI frontend doesn't account for.
One workaround is to do what you said - go in to each service that was previously assigned to the host group, and save it.
