Mismatch between NagiosXI and Azure Monitor output

Hello,

I am reviewing one of our Azure VM configured at NagiosXI for infra monitoring, I realized, there is a big gap between what Azure depicts as CPU load and what NagiosXI shows:

From Azure:

As you can observe, Azure says the avg is pegged at 73%, NagiosXI says 52%.

Why is there such a discrepency?
iirc, both the tools are set at avg CPU calculaition with 15 min interval.

What command are you using to measure the load for this service in Nagios XI?
