Is there a way to set a user such that the user can see all CCM setting, host, hostgroup, templates etc. But not actually modify anything. We want user to login to CCM and see the how the check structure tree is configured, but can't change anything. In other words, I want a user to have READ ONLY access to CCM.

Unfortunately there is no way to do this currently. There are plans to re-vamp
the way permissions work in the future which would accommodate things like this
but the timeline is fairly distant.
A workaround would be to give that person full access on your test server, take backups
from Prod and restore them on your test server.
Remember you are allowed three installs per license:
