Apply configuration - slow - then process state stopped

Hi
I am having an issue where it takes for ever to complied the configuration
once it has complied the 'process state' is stooped, and sometimes if you wait 5 mins it will go active again other times it does not.
Its not like there is a huge amount of hosts 320, with 340 service checks (most are checks reused across multiple hosts via service/host groups)
Nagios XI Data
nagios (pid 32244) is running...
NPCD running (pid 1680).
ndo2db (pid 1735) is running...
CPU Load 15: 4.16
Total Hosts: 325
Total Services: 1719
