Nagios XI - Restore failing / corrupting folders /usr/local/nagios

HI Team,

We are trying to restore Nagios XI 2024R1.1.2 from rhel7 to rhel9 Platform . However it looks like its failing to restore and i noticed post restore most of the files are missing ( though they were present earlier )

There is no /etc folder itself :
