Nagios host and service comments

Hi,

I need to setup that users can add comments for host or service but that they can't remove comments.

Nagios Core does not have this type of functionality, however Nagios Incident Manager does, in the way that you can allow a user to comment on a Host/Service when it is passed through Nagios IM, but not remove their comment.
