I've setup nagiosxi and I cannot connect to the core config manager. I receive the following error "Cannot connect to database"

mysql is running

I can connect to the database with the credentials in the following file /var/www/html/nagiosql/config/settings.php using mysql -u username -p'password' nagiosql

Try the following solution from our Wiki and see if it resolves your issue:
