You are not connecting to the SMTP server you have in the Admin -> Manage Mail Settings
I would switch that to Sendmail as that appears to go out just fine (as demonstrated from your command line test)

By switching to 'Sendmail' it works, however would like to understand why is it not working with SMPT when I have a SMPT server configured correctly.

Can you check the *SMTP* server's logs?

Isn't port 25 non-encrypted SMTP? Couldn't help but notice you have SSL enabled. Try port 465, or disable SSL.
