syslog=0 has not effect in Nagios core 4.1RC

Hi

This is a 4.1rc running on CentOS7.1, I found switching use_syslog's value from 1 to 0 and restart nagios, doesn't stop the logging into /var/log/message.
Can you confirm this is a bug ? or Just my mistake somewhere.

A few changes since my last post.
nagios1 now is under pacemaker+corosync control, the rrd and status data are in /data2 filesystem which on top of /dev/drbd0. /data2 will be failover between nagios1 and nagios2.

Here is the log showing nagios is still logging into /var/log/message even I set "use_syslog=0" in /etc/nagios/nagios.cfg file.

Yeah, I just tested this on my 4.1 system and it is working. You must have had multiple parent processes (running with the old config with syslog turned on) or something.
