I believe I found the cause.

Previously, I had the highlighted option checked, and on the Incident Management > Scheduled Downtime page there was an item for every host and every service. So about 6200 items. Since unchecking that, only items for hosts are listed on that page (1/10th the previous number). Nagios is running great.
Now, I've noticed that if I schedule downtime for a host on a one-off basis, I can choose the "schedule downtime for this host" option on the advanced tab of the host and it will keep all notification silenced for the host and all services (all services are inherited from host groups in my environment). Is it safe to assume this behavior will be the same for my recurring downtime with that box unchecked?
If so, let me know, then lock it up.
