I was mistaken, I thought that the code would not display that message when the Page Locking was disabled but it does not.
At the time of the message, was that user in the message in the CCM with an object open or if they exited unexpectedly, was it less than 300 seconds?
Those are the 2 combinations that will display that message.

To verify, we just tested again.
# User
1. User logs in to XI.
2. Navigates to CCM, edits a Service.
3. Then "Apply Configuration" in CCM.
4. Navigates to Home > Service Status > Service (to verify the change).
5. Logout.
# Me
1. Already logged into XI.
2. Navigates to Home > Host Status.
3. Navigates to CCM > Apply Configuration (user is logged out at this point).
4. Apply Configuration page states: Users are currently editing objects in the CCM.
Keep in mind changes take effect, the date/time stamp on the warning updates and doesn't clear.
