I am trying to change the ATT Mobile Carrier setting from txt.att.net to mms.att.net but it doesnt change and the
test notifications show the old settings...

Yep, looking at this I found a bug. This will be fixed in 2012R1.3
For now, as a work around, you can go to Admin -> Manage Mobile Carriers
Change the Unique Id from
att to at&t
then go back to the users Notification Methods and select AT&T
Then the test should work fine

I have changed most our email addresses to mobile numbers...but the change to at&t throws an error

strange I was going to send screenshot but tested all options after resetting the at&t string and cannot recreate the error.
unchecked mobile phone text message...left carrier blank...selected at&t ...none trigger the error again...maybe something hadnt applied fully yet...it now allows the at&t string for the unique id and testing is OK!

My guess would be a save didn't get clicked the first time somewhere...
